Why laying terrorism charges against London, Ont. attack suspect won’t be easy?

Prime Minister Justin Trudeau has condemned the killing of four Muslim family members in London, Ontario as terrorism.

The suspected attacker, 20-year-old Nathaniel Veltman, has been charged with four counts of first-degree murder and one count of attempted murder.

So why haven’t terrorism charges been laid in what police are calling a hate crime?
