How prepared are provinces to administer COVID-19 vaccine?

Many of the premiers have complained about the slow COVID-19 vaccine delivery and as production ramps up the pressure is on them to have a vaccine strategy that is ready to roll. As Abigail Bimman reports, some provinces are better prepared than others.
